1. The Chairman welcomed members of the Committee attending for the first time. The minutes of the twenty-fifth LHCC meeting (LHCC 96-44 / LHCC 25) were approved without amendment.
2. REPORT ON ALICE MILESTONES
W.Klempt gave a report on ALICE planning, covering the production schedule, together with R&D issues, current status and project milestones for the different subsystems.
3. REPORT FROM THE ALICE REFEREES
The committee heard the final report from the ALICE referees, who had completed their review with the collaboration of P.Borgeaud and W.Haynes as consultants.
4. DISCUSSION OF ALICE
The committee discussed the status and plans of the ALICE collaboration in the light of the referees' report. As a result of these discussions, the committee agreed on recommendations to be sent to the Director General for consideration by the Research Board. A copy of these recommendations is attached to the minutes.
5. REPORT ON THE ATLAS AND CMS COMPUTING TECHNICAL PROPOSALS
M.Kasemann presented a preliminary report on the ATLAS and CMS computing Technical Proposals. Following further interaction between the referees and the collaborations, including a discussion of possible milestones, the referees plan to produce a report for the 13-14 March meeting of the LHCC.
6. REPORT FROM THE LHCC COMPUTING BOARD
M.Mazzucato reported on the work of the LCB. He outlined the review schedule for ongoing R&D projects, and summarised the formal procedures agreed by the LCB for identifying and reviewing common development projects. Two such projects are under discussion: a collaboration database and support for videoconferencing. The LCB had also reviewed the status of the LHC++ library and discussed the ATLAS and CMS software process.
RD24 has produced a final status report (LHCC 96-33). The LCB recognises that the goals of the generic R&D programme for the application of the SCI to LHC data acquisition have been achieved, and the project has come to an end. The LCB congratulates the RD24 collaboration on their success.
RD31 has produced a final status report (LHCC 97-5). The LCB congratulate the collaboration on their successful application of ATM technology to event building. The LCB recognises that the goals of the generic R&D programme have been achieved, and the project has come to an end. A formal but flexible framework for further co-operation between the interested collaborations is under investigation.
7. REPORT FROM THE ATLAS REFEREES
The committee heard a report from the ATLAS referees, concentrating on a preliminary reaction to the calorimeter Technical Design Reports. After further discussion with the collaboration, the referees plan to make a report at the 13-14 March meeting of the LHCC.
8. REPORT FROM THE CMS REFEREES
The committee heard a report from the CMS referees, including a review of status and plans for the hadronic calorimeter. This will be reviewed in more detail at the 13-14 March LHCC meeting.
9. REPORT ON ATLAS AND CMS MAGNETS
T.Taylor reviewed recent progress on the ATLAS and CMS magnets.
10. REPORT FROM THE LHC-B REFEREES
The committee heard a report from the LHC-B referees, including progress on the RICH R&D programme. Work is under way on plans for the trigger/DAQ R&D programme, which the collaboration plans to submit to the LHCC by 20 February.
11. TEST BEAMS
E.Tsesmelis presented the updated SPS machine schedule, and the SPS fixed target programme for 1997. Apart from the reduction for LHC-B, beam time had been allocated essentially as requested, with only minor problems still to be sorted out. A call for requests for the X5 irradiation facility has been sent out to the LHC experiments. The PS machine schedule and East Hall programme were also presented. E.Tsesmelis summarised the evolution in the overall share of fixed target running used by the LHC programme.
The Chairman thanked A.Schopper, the retiring SPS co-ordinator, for his valuable contribution to the work of the LHCC.
